<p>還記得臉書的廣告透明化嗎？以廣告透明化為核心，臉書近年來擴增許多功能，包括「為什麼我會看到這則廣告」、「廣告檔案庫」、「廣告偏好設定」等，皆是為了資料透明，讓臉書成為一個公開且真實，又能保護用戶個人隱私的社群場域。</p>

<h2 class="wp-block-heading" id="ad-transparency">2020年臉書廣告透明化更新內容</h2>



<p>2020年剛揭開序幕，臉書就立刻針對廣告透明化再更新，除了擴大用戶的廣告偏好選擇權外，還有另外三個與政治廣告相關的更新內容，接下來將分別與大家分享。</p>



<h3 class="wp-block-heading" id="ad-preference"> 1. 廣告偏好設定再擴增</h3>



<p>在談廣告偏好更新的內容前，先讓我們聊聊廣告偏好是怎麼建立起來的。</p>



<p>廣告偏好主要來自於兩種來源，一種是用戶在臉書或網站上的互動行為，例如用戶A瀏覽過化妝品網站的商品、用戶B按讚手機專賣店的粉絲專頁，臉書系統就會判斷用戶A對「化妝品」有興趣、用戶B對「手機」有興趣，便會為用戶A貼上「化妝品」的標籤、用戶B的標籤則是「智慧型手機」，所以當廣告針對興趣「化妝品」的受眾投遞廣告，那麼只有用戶A就會看到廣告。</p>



<p>第二種偏好則是來自個人資料，最常用的資料包括手機、Email，當用戶的帳戶與業主上傳的資料吻合，業主就可以針對吻合的用戶投遞廣告或排除用戶看到廣告。那麼為什麼這些資料能作為廣告偏好呢？那是因為業主不會平白無故就掌握到用戶資料，通常是用戶在加入會員、完成結帳或是同意資料被使用才會拿到用戶個人資料，所以用戶與該企業有高度互動，就能被鎖定來看到廣告。</p>



<p>講完廣告偏好形成的兩大原因，再來看看2020年的透明化內容所更新的廣告偏好設定吧！今年廣告偏好的設定更新首度讓用戶決定個人資料是否可以「被使用」，也就是讓用戶可以自主選擇上述提到的第二種廣告偏好。</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>Now they will be able to stop seeing ads based on an advertiser’s <strong>Custom Audience from a list </strong>— or make themselves eligible to see ads if an advertiser used a list to exclude them.&nbsp; </p></blockquote>



<p>用戶能自主設定停止看到依「<strong>自訂廣告受眾</strong>」為受眾標的的廣告，不論是業主利用自訂廣告受眾鎖定用戶或是排除用戶，用戶都能限制業者是否能用資料投遞廣告的決定權。</p>

<p>至於目前已經有哪些資料能設定呢？第一種資料是<strong>根據合作夥伴提供的資料所顯示的廣告</strong>，意思是當你在瀏覽網站的時候，若該網站有安裝臉書像素(Pixel)，臉書就會根據你在網站瀏覽的行為判斷你的廣告偏好以及購物需求。例如當你剛瀏覽完韓式服裝電商，就很有機會再看到其他的服飾類廣告。</p>



<p>相對的，如果不允許臉書將此資料用於廣告受眾設定，那麼依「自訂廣告受眾」設定的廣告就會減少，但是，臉書並不會將資料刪除，也不會減少用戶看到臉書廣告的總數量，而是會用別的偏好來顯示廣告，畢竟臉書也是要賺廣告錢的嘛！</p>



<p>第二種資料是<strong>根據你在 Facebook 旗下產品中的活動，顯示於其他網路空間的廣告</strong>。這句話看起來有點複雜，但簡單來說其實就是會依據用戶在臉書的互動行為產生的興趣標籤，可以用於臉書Audience Network的廣告版位，尋找興趣吻合的受眾顯示相關廣告。</p>



<p>根據臉書設定的說明，當允許使用Facebook 廣告偏好的時候，較有可能看到與用戶相關且用戶感興趣的廣告；相對的，如果不允許以此被配對到廣告，用戶還是會看到廣告，但廣告與用戶的相關性就會比較低，而其他廣告的判別標準則會改採其他因素配對廣告，例如說年齡、性別或地點等。</p>



<p>第三種資料是<strong>含有你社交動作在內的廣告</strong></p>



<p>大家都想知道朋友喜愛哪些事物。因此，臉書在投遞廣告的時候，會依據用戶採取的動作，例如對粉絲專頁按讚或分享貼文，向用戶的朋友顯示廣告。這項設定則是可以選擇當朋友看到廣告時，能不能看到你的社交互動行為 。 </p>

<h3 class="wp-block-heading" id="ad-library">2. 廣告檔案庫報告新增觸及人數的廣告指標</h3>

<p>廣告檔案庫報告自2019年11月起，增加台灣政治或社會議題類型的廣告檔案，檔案資料包括公開廣告總花費、曝光次數、性別比、地區以及廣告主的個人資料，而本次的廣告透明內容則是再新增「觸及人數」的廣告指標，讓廣告會影響多少用戶一目了然！</p>

<h3 class="wp-block-heading" id="filter">3. 打造更有利於查找政治廣告的篩選器</h3>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p> We are adding the ability to search for ads with exact phrases, better grouping of similar ads, and adding several new filters to better analyze results — e.g. audience size, dates and regions reached.&nbsp;</p></blockquote>



<p>廣告檔案庫報告的功能目前僅能以輸入關鍵字並點選最近1天、7天、30天、90天以及全部時間的廣告數據分析。未來將新增諸如地區、受眾大小等篩選器，以利於快速找到需要的數據資料。</p>

<h3 class="wp-block-heading" id="Less-political-ads"> 4. 用戶可以選擇看到較少的政治廣告</h3>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>Seeing fewer political and social issue ads is a common request we hear from people. That’s why we plan to add a new control that will allow people to see fewer political and social issue ads on Facebook and Instagram.&nbsp; </p></blockquote>



<p>值得特別注意的事臉書說得是能選擇看到較少的政治或社會議題類型的廣告，而不是完全隱藏。就像是目前廣告偏好裡面可以設定的隱藏廣告主題一樣，雖然可以設定希望隱藏某類型的廣告，但還是有機會看到相關主題的內容，只是數量會相對減少而已。</p>

<h2 class="wp-block-heading" id="why-should-care">為什麼這項臉書更新值得關注？</h2>



<p>臉書廣告透明化的2020年的更新象徵個人隱私權保障又邁進了一大步，過去用戶只能設定臉書系統判別的興趣標籤，被動封鎖企業的粉絲專頁，但在2020年則能開始主動設定，不允許個人資料被當做廣告受眾投遞廣告，社群體驗的決定權也再擴大。而其他三項有關政治或社會議題的廣告則能反映出自2016年美國總統大選結果受外國勢力影響後，臉書對政治廣告爭議的應變措施。</p>



<p>從數位廣告人的角度來看，廣告受眾精準度在可見未來一定會受到一定程度的影響，不僅僅是個人資料受到更嚴格的控管，消費者對充斥廣告的社群空間也逐漸疲乏，想要直接透過用戶個人資料鎖定精準受眾將更加困難。換句話說，未來想完全透過廣告尋回舊客，連繫舊客與品牌之間的互動一定會更將困難，若想確保客戶回流，不能完全仰賴投遞數位廣告，還需要搭配良好的客戶管理系統進行客戶經營。</p>

<p class="has-text-align-justify">隨著Facebook 愈來愈重視隱私和用戶資料安全的趨勢， <a href="https://newsroom.fb.com/news/2019/07/understand-why-youre-seeing-ads/">Facebook</a> 2019更新「為什麼我會看到這則廣告( Why am I seeing this ad )」功能，就是讓用戶可以進一步了解為什麼會看到特定的廣告以及要讓用戶可以自主調整廣告體驗，用戶對於個人資料「被使用」的決定權。這篇文章除了會分享新功能外，還會比較Google與 Facebook 的廣告偏好設定差異，最後從廣告人的角度，談談如何因應這項社群趨勢。</p>



<h2 class="wp-block-heading">Facebook 廣告體驗更新項目1：更詳細的廣告說明</h2>



<p>過去點擊「為什麼我會看到這則廣告」時，Facebook的答案較為簡略，內容諸如：因為你連線的地理區域、年齡區間符合廣告主的設定範圍、因為曾經造訪過網站等。而現在則能看到廣告出現的詳細原因，點擊廣告貼文上方的選項 <strong>為什麼我會看到這則廣告</strong> (圖1)，便可以看到你因為對什麼主題或類別感興趣、造訪了哪些網站頁面而看到廣告 (圖2) ，這項詳細資料讓用戶可以了解哪些資料是看到廣告的主要原因。</p>

<h2 class="wp-block-heading"> Facebook 廣告體驗更新項目2：廣告偏好選擇</h2>



<p>若對Facebook呈現的廣告不喜歡，甚至是覺得不舒服，除了隱藏廣告、檢舉廣告的選項外，用戶還可以調整廣告偏好設定，也就是透過重設興趣類別、排除資料使用等方式排除廣告。那麼如何進入管理廣告偏好頁面？可以從為什麼我會看到這則廣告的右下方連結 <strong>管理廣告偏好</strong> 進入(圖3) 。另一種方法則是點進<strong> Facebook 設定</strong> ，並點選左側 <strong>廣告 </strong>即可進入「<a href="https://www.facebook.com/ads/preferences">你的廣告偏好</a>」設定。</p>

<h3 class="wp-block-heading">廣告偏好設定類型1：你的興趣</h3>



<p>興趣類別是根據用戶Facebook的活動紀錄而定，例如你曾按讚、分享或留言，或是曾點擊過相關類型的廣告、抑或是你常閱讀相關的貼文，互動頻率愈頻繁，就會被 Facebook 認定為有興趣(圖4) 。值得注意的是，興趣類型的判別依據除了針對用戶在 Facebook 的互動性之外，若是Instagram、WhatsApp、應用程式有綁定 Facebook 帳號，或是造訪的網頁有安裝  Facebook 像素，這些在網路上的種種行為都有可能被紀錄，成為興趣偏好的依據。</p>

<h3 class="wp-block-heading">廣告偏好設定類型2：誰有你的資料以及你的網路行為有哪些？</h3>



<p>類型2的設定相當強大，首先你可以知道過去7天有哪些品牌擁有你的資料(Email, Phone)並且透過這筆資料投放廣告(圖5)，同時得知哪些品牌擁有你的資料但尚未投放廣告(圖6)。 <br><br>其次，過去曾點擊過的廣告(圖7)或是透過 Facebook 像素紀錄和應用程式帳號綁定，所有透過網站、APP等瀏覽過的廣告主 (圖8)  (圖9)  都會被作為廣告投放的數據，藉此評估未來有可能透過這些數據資料對用戶投放廣告的品牌有哪些，也就是評估哪些廣告類型是用戶未來可能看到的。<br><br>當然， Facebook 依舊提供可供編輯的選項 (圖10) ，讓用戶決定是否要持續隱藏特定品牌的廣告或是解除隱藏的設定。這些可供設定的選項，從用戶的角度來看確實是一大福音，能自主的排除一些從未接觸過也不願接觸的廣告主，避免社群版面充斥與自身不相關的廣告資訊。 另外， 唯有廣告主利用資料對用戶投放廣告時，用戶才可以選擇隱藏該廣告主的廣告，針對品牌掌握各戶資料但未投放廣告的部分就無法排除。 </p>

<h3 class="wp-block-heading"> 廣告偏好設定類型3： 社群個人檔案資料</h3>



<p>這類資料主要是擷取用戶自主編輯留下的用戶資料(圖11)，即便用戶是設定成<strong>只限本人</strong>，依舊會被 Facebook自動存取，且預設的個人檔案欄位皆是同意符合廣告主自動觸及相關條件的用戶，若是用戶想避免就必須調整允許與否的設定或是移除社群的個人檔案資料。此外，Facebook 也會透過用戶平常的使用習慣來判別是手機用戶還是桌機用戶 (圖12) ，來協助廣告投放的裝置配對。</p>

<h3 class="wp-block-heading">廣告偏好設定類型4：廣告資料使用選項</h3>



<p>這個部分的設定可以視為 Facebook 在確認三件事情(圖13)：<br><br>第一，你允許廣告商使用你的資料(Email, Phone)來對你投放廣告嗎？<br><br>第二，你允許在Facebook以外的網站、應用程式或是裝置看到來自  Facebook Data所蒐集而對你投放得廣告嗎？簡單來說就是你允許 Facebook 在非臉書、IG、WhatsApp的地方對你投放廣告嗎？<br><br>第三，你允許你的互動行為被當作廣告的一環嗎？這個概念有點抽象，我們舉個例子在搭配 (圖14) 來理解吧，例如當粉絲專頁 ADER LAB ∣ 廣告人實驗室對你的朋友A投放廣告時，假設你恰巧有按過ADER LAB ∣ 廣告人實驗室的讚，且未取消的話， Facebook 就會自動在呈現給A的廣告上方標記  (你)  OOO也按了讚。</p>

<h3 class="wp-block-heading">廣告偏好設定類型5：想隱藏的特定類型廣告</h3>



<p>目前預設可以選擇的隱藏主題只有酒類、育兒和寵物(圖14)，不過各個用戶依舊可以軟性的提供  Facebook  其他想隱藏主題的類型，但畢竟只是建議，所以 Facebook 不一定會採納就是了。</p>

<h2 class="wp-block-heading">Facebook v.s. Google 廣告偏好設定</h2>



<p>看完Facebook廣告偏好設定，當然也要來看看另一個廣告必爭之地Google的廣告偏好設定在哪裡，哪些項目能設定？<br><br>Google廣告的用戶偏好有兩種形式，第一種是如同下圖範例的購物廣告，選項只會有選擇「為什麼會顯示這些廣告？」的選項 (圖15) ，點開來會告訴用戶呈現廣告的原因是因為瀏覽過哪些網站  (圖16)  。<br><br>但若是不同的Google廣告類型，例如多媒體聯播網，就會出現「不再顯示這則廣告」以及 「為什麼會顯示這些廣告？」 兩種選項，因為這類廣告是Google推測用戶可能對哪些主題感興趣，並將相關的廣告置入用戶可能會出現的網站、應用程式讓使用者看到，為避免推薦錯誤或是使用體驗不佳，也有如同 Facebook 隱藏廣告的選擇 。</p>

<p>至於Google的廣告個人化設定可以在登入Google帳戶後，選擇 <strong>資訊和個人化</strong> 下的 <a href="https://adssettings.google.com/authenticated"><strong>廣告個人化</strong></a><strong> </strong> (圖17)  ，進入頁面後就會呈現所有Google紀錄的個人行為、偏好、瀏覽過的網站、帳戶個人檔案等  (圖18)  。</p>

<p>Google 和  Facebook 的廣告偏好選擇有兩項最主要的差異：<br>1. Google未設置檢舉廣告的選擇，也就是對用戶來說，只有顯示或不顯示的選擇 。  <br>2. Google的廣告偏好沒有特別的分類，資料蒐集取決於用戶的個人檔案、Google 合作的廣告商提供的資料以及所有透過Cookie追蹤的歷史瀏覽資料，但 Google 不會告訴你，哪些品牌商擁有用戶的資料，也就是所有的資料都轉換為用戶偏好的主題、興趣、行為，你可以編輯停用，但不見得可以追蹤到資料來源。 </p>



<h2 class="wp-block-heading">為什麼廣告人應該在意？</h2>



<p>講了這麼多，都在講用戶可以如何檢視廣告設定，排除不相關的廣告，廣告隱私設定的的趨勢難道是在侵蝕數位廣告生存的空間嗎？其實不然，我想先分享一個生活中的消費流程來說明。<br><br>自從身為廣告人，逐步掌握廣告是如何作用於日常後，數位廣告就成為讓生活便利的利器。當我有購物需求但毫無頭緒的時，不同於過往搜尋後逐篇爬文，自己去尋找店家的模式；相反的，我透過搜尋點擊廣告或是進入相關品牌的官方網站，然後等待品牌廣告來找我，一來省下許多搜尋消化的時間，二來廣告通常伴隨促銷、特殊活動或亮點，這時我就可以自然地搭上順風車了。<br><br>有觀察出來嗎？廣告主動找到有需求的人，要讓消費者買單機率很高，即便不買單，也不會有特別反感的感受。換個面向思考，廣告讓人覺得不悅的地方重來不是宣傳本身，而是品牌宣傳觸及到不對的對象、沒有即時Follow消費者現階段的需求，這也難怪會無功而返，甚至是被討厭囉！<br><br> Facebook 最新的廣告偏好設定功能更新便能作為所有廣告人的警惕，不論是要更謹慎的設定廣告受眾或是廣告投放之後的再優化，最終的提醒都是：唯有了解你的消費者的輪廓、消費需求，用戶才能得到最好的體驗，廣告主也才能在提供適合的廣告給適合的消費者！</p>
